Colleen Rye, Ph.D. is Chief of Telehealth at the Office of the Army Surgeon General.  In this capacity, Dr. Rye serves as senior advisor for Telehealth to the U.S. Army Surgeon General and provides strategic coordination across the U.S. Army Medical Command’s Telehealth system with outreach across 18 time zones, over 30 countries / territories, and over 30 clinical specialties.  Dr. Rye is also the Chair of the Military Health System (MHS) Telehealth Working Group, tasked with MHS Telehealth strategy development and coordination of planning efforts.  Dr. Rye earned her Ph.D. and M.S. in Health Care Management and Economics from The Wharton School.  Prior to Wharton, Dr. Rye worked in Health Care Investment Banking at Raymond James & Associates and SunTrust Equitable Securities.  Dr. Rye received her B.A. in Economics, summa cum laude, from the University of the South (Sewanee), where she currently serves on the Campaign Cabinet and previously served on the Board of Trustees.  Her awards include a Ruth L. Kirschstein National Research Service Award and a Department of the Army Meritorious Civilian Service Award.
